Ba Dinh District

Not sure of its name but it's down an alley near the university on the side away from Lieu Giay Street. They take a plate of rice and add what whatever you want from a large selection of dishes in a bain marie. Then you receive a plastic token with the price on it which you give to the cashier/owner on your way out.

If you choose just vegetable dishes (I usually add 4-5 dishes), the price is 20,000 - 25,000 Dong (US$1); If you add fish then the price is 30,000 dong (US$1.50); if you eat meat - it goes up to about 35,000 dong (or higher if you eat a huge lot). Once seated, staff bring a cold cup of tea, a thin soup in a bowl and some chillis in a sweet vinegar to spice up your meal if you wish.

This lady charged me only US$6 a metere for chashmere/silk fabric whereas other stalls wanted US$20 a metre. She's a bit difficult to find as she is a bit off the beaten track at the market.
